well if you have an auto climate module and it's got a failed temp sensor it will run the interior fan all the time, as it thinks it super hot.
the only way to know is to pull it, backprobe the connectors and see if the CCM is telling the fan to run. if it's not, then you've got something feeding the fan 12v when it shouldn't, in that case suspect the resistor pack. if it is, you'll have to diagnose the CCM, or find a suitable one and replace it.
Temp control fan always on.
