As for your keys, go to your Volvo dealer. 94 keys are very cheap

Btw, you don't need a VIN to get those cut...as long as you can get the blanks for your key and a place can laser cut keys, you can get them made. Locally to me, ACE Hardware can do this.

i just went through this with my 98 v70. Cost me $6.5 per key blank on ebay and $25 per key at ACE. Had to call around to 4 or 5 local ACE before I found one.
It looks like the 850 key is the same as the V70. The cut is called "sidewinder". If you physically go to your local ACE, and show them the key, they will be able to tell you for sure.
1) call around to your local ACE hardware stores. Ask for the person that cuts keys. Ask them if they can do "sidewinder" cuts. tell them your key does not have a transponder! Keep calling around until you find an ACE that can do sidewinder cuts. then:
2) ask if they will allow you to bring in your own blanks. Some do and charge a "cutting fee"... Some will only cut their own blanks so they can make money on the key and labor (one ACE even said they need a minimum order of 5 @ $50 each before they will order keys... ermmm i do not need 6 keys thank you very much). Start calling around to other ACE until you find an ACE that will allow you to bring your own blanks.
3) buy key blanks on ebay. just search for "94 volvo key blank". I got mine for $13 for 2.
4) call whichever ACE you settle on with #2 above and find out the work schedule of the guy trained in the sidewinder machine...
5) go to ACE when the guy is working. call before you leave to double make sure they do sidewinders and the guy trained on sidewinder cutter is there... so to save you a trip.
So you need to determine:
2) does ACE do the sidewinder cut (some ACE has the machine and some ACE only have certain people trained)
3) does ACE allow you to bring your own blanks
Or you can call around to locksmiths... but I would guess they charge more than $30 per key... and definitely not stealerships... they quoted me $250 per key.

Sounds like your dealer thought you had a chipped key.
FWIW, a Portland dealer cut me a spare for my '98 for $17,
all in. That was around 11 years ago, though... But one stop!

if the stealership advisors at northpoint volvo in alpharetta, ga (2 of them. first guy had to "check" with a second guy on whether they do it and the cost) thinks a '98 volvo key has a transponder... then they should probably work on understanding VIDA/VOL-FCR and maybe their google-fu. good luck, FinallyGotThatVolvo. Of course call around to your local stealerships. I called the closest one to me and didn't like the cost... and figured the other 2 crappy stealerships in atlanta wouldn't be any better. So went the ACE route. You have many options!
