Oil sludge?

I'm replacing the oil and filter. Inside the filter housing can, at the bottom, I found a lot of something like a black sand that sticks togheter. It is not metal, it does not react to magnet. I have never seen this before. Is this sludge?

I had this when I did the first oil change on ours.

It seems to be from lazy technicians that don't bother to clean the filter housing. Ours was dealer serviced in it's previous life.

I cleaned it all up and it has not returned. I imagine it took quite some time to develop that much nasty in the filter housing.
