For sure 100%, nothing goes there. If oil pushes up there then between the cam cover (i.e. the valve cover) and the top of the head, the surface was not sealed properly, or the seal has failed over time, and the positive crankcase pressure is pushing oil through the break in the seal. Do you know if the cam cover has ever been removed? Or did somebody put in an engine from an early 94 model, with the old style PCV system (unlikely but hey, anything is possible)? On the bright side, it's better to have a leak there than at the rear main engine seal!
One possibility is that the cylinder rings are worn, and there is a lot of blowby. PCV service won't fix that. That problem is uncommon on these engines but it happens. How many miles on the engine? You can check into blowby by doing a compression test on all the cylinders. Pretty easy to do, you can borrow a tester from Autozone or similar parts stores.
