Possible purchase of 940 turbo

This is my first post here. I'm looking at a 1992 940 Turbo here in town. The odometer says it has 102k on it. but after a carafe check I found that there was a potential rollback in 2008 from 117k to 52k...then in 2013 it went from 95,812 to 95,000 I had a repurchase inspection done and there's a few things that need to be done. the timing belt looks new, tranny fluid needs changed (tray shifts rough from 1st to 2nd. I think a tranny service is all that's needed), drive belts need changed, front strut-rod bushings( which makes me think its closer to 200k miles), Also the turbo isn't original... It's still a volvo one, Just not the original. Leather hasn't been cleaned in forever, front headlight has a hole in it and generally.....it just needs some tic The owner was asking for $1700 But, I think I could get it for $1k.
Its going to be a hobby car.... Any words of advice. The is my first post. Take it easy on me

Get emission test...messing with a Turbo may alter emission...

Well that didn't work out. The car was a piece of junk. I'm glad I took it to a Volvo specialist the second time. The mechanic told me to offer a $100....
