1999 Volvo V70 wagon no alarm alert

I purchased a 1999 Volvo V70 wagon last Dec. in practically mint condition. Garaged it's whole life, single owner, seats look like never sat on, rubber - everything looks and smells like brand new, 14000 original miles. Leaves all including Volvo dealership in awe. As if from a time capsule Just rear wiper not working. Had to get a fob for remote lock and unlocking of doors. Key and programing done by the Volvo dealership. However, light on top of dash won't light up, and can't get alarm to sound. Took to dealership and was told "It has no alarm. Possibly sold without one". Is that plausible, possible? After a five hour wait time and $150 cost. Hard for me to accept Volvo would sell a vehicle without all necessary wiring as part of the harness at manufacture. And perhaps just one component optional. They mentioned two wires that were capped.

Volvos are sold worldwide in many different configurations. Was this delivered to the Island new?
