old key starts and unlocks, new key only starts, won't unlock

This post is for my V50 T5 AWD
I purchased a keyfob from Tasca parts online which they assured me would come with the necessary packaging information to be programmed. The package was sealed and looked legit. I took it to a dealership to be programmed. Their response was "we make no guarantees on keys purchased online" but we'll charge you and try. So I bit and paid the $125. The good news is the keyfob starts the car, but doesn't unlock the doors remotely.

NOW, my old keyfob works fine, so the remote sensor isn't the issue here. Also, I switched the batteries back and forth and the battery in the new one is fine. I took it to a guy to cut the valet key who ran it by a detector and it does emit a signal of some kind.

I've tried flipping it back and forth 5 times to on, leaving it to on (position II), pushing lock - no luck.
I've tried using the old key, flipping it back and forth 5 times to on, leaving it to on, pushing lock on the old one, then pushing lock on the new one - no luck.

If there's a way to fix this that I'm unaware of please let me know. The dealership is asking $420 to have them do it from start to finish without the valet key.

Make sure that key works and uses right frequency for car communication.

You can look in the car's information system to see how many keys are "married" to your car. When you do this, is the new key there? I'm thinking that the dealer skipped a step in their programming. If they haven't then it's most likely a call to TASCA.

for p1 platform they cannot skip a step because remote and transponder are programming at once.
So the issue here can be wrong code, not working remote or different frequency.
If you have questions about Volvo firmware ask me. I may know an answer :)
