No expert on the V70 but troubleshooting is troubleshooting on most cars.
I've been following this, curious as to outcome.

I would check that injectors are getting a signal,
my old 740 worked on 5 volts and there was a problem relay that was prone to fail.
Maybe start with any related fuses for injector circuit.?
You got compression and spark, pump delivers fuel but its still starving.
Its bound to be something simple....
On many cars the crank position sensor will shut down injectors AND spark,don't knowenough about the V70 yet, only had mine 3 months.

The results of the starter fluid test. Disconnected the air box tube from the filter housing. Had the wife start the ignition I sprayed the starter fluid and the engine started right up sounded very good for half the can. Stopped the spray the engine ran for a min then sputtered and we shut it off. So we have good fuel pressure to the rail, we have spark but no fuel getting to the cylinders.... I'm truly stumped......

Your right it's probably something so damn simple and it's right in front of me. Like I said with over 150,000k the fuel pump was weak and died in the driveway. What a project that turned out to be. Harder to remove the back seating area then it is to get the pump out. Oh by the way ended up buying a special tool to remove the tank lock rings.
So we have 55 psi to the rail we have spark but no fuel getting to the cylinders. I thought the crankcase position sensor was acting flaky. Removed and installed a brand new Denso part.
Before my wife kills me or drives my S80 into the ground I've got to close in on this headache fast......

Okay, fuel to the injectors but no fuel delivery.

The fuel injectors get 12 VDC constant and are fired by grounding at the ECU.

Start by looking for the 12 V at each fuel injector. I bet it isn't there. Then you need to trace the 12 V supply back and find out where it Is broken.

Down load the electrical diagram off the web, we don't host them here by agreement with Volvo.

Check all the fuses and they look ok.. Pulled each of the injector plugs one at a time turned the ignition to the on position.
I ran my test with grounding the neutral wire of the meter to ground. All five injector plugs tested 11.9v across. The other wire tested less than 4volts. ???????

I had this vacum unit replaced back in February when it was 10 degrees out. By any crazy chance this went bad again. In February the vacum connection cracked causing the brakes to fail and the engine to shut down....

That's a lot of loss from battery voltage. I don't know how tolerant the injectors are to loss but.....

The ground side of the injectors will be in determinant as its controlled by the ECU

I've had a trickle charger on the battery since I'm in and out of the car. Lights are on plus cranking the battery probably drained it some what. I will place the battery on the charger for a few hours tomorrow. I replaced the alternator last summer with a top notch Volvo rebuild with a new regulator and bearings.
I'll tell ya if anyone on this forum has that little Y vacum and you have 100,000k change it out. It was one hell of a scary ride. Online part $40 free install.

Each injector tested at 11.9volts at high pin and less than 4volts at the low side pin. Sorry for the confusion.

I've got six hours left to get this fixed before my wife calls AAA to flatbed it to the Volvo Tech. If I don't receive clues I will report back and let you know what's going on. I can tell you this no start diagnostics starts off at $88.50 - $120 per hour.......Ouch
