I think you can confirm a fuel rail problem by pulling it and looking for fuel spray delivery into a towel, carefully.

I think I would check for voltage loss at the fuel injector relay as the next step

You have fuel, you have fuel pressure but no fuel from injectors, what more do you need to know?

Fuses are ok? so check relay then pull/test/clean injectors would be my thinking.

I'dbe surprised if a tech will tell you something you don't already know.

After performing more testing and cleaning relays with the same results. Still left scratching my head with a loss of hair. Had to give up and call in AAA almost called AA. V70 towed to to Volvo techs. Will post the results..

Update the electronic throttle body is the culprit. It shorted out leaving no communication with the computer. So too the tune of $950.00 parts labor and diagnostic fees this V70 better run till 2020 or longer.....

After a few days of driving the V70 I have noticed more zip in the engine. The take off and transmission shift points seem to have improved. If that doesn't sound crazy my left blinker always had a faster flash point but now after the computer software update and the new ETM that bug is gone. (Odd as hell)
If anyone owns a Volvo from the 1999-2001 and has a running condition problem don't over look the ETM. There was a updated warranty to 10 years 200,000 miles based on angry Volvo owners.
