Like i said..they are professionally painted in professional body shop.
Sanding,cleaning,de-greasing,plastic primer,paint primer,sanding again...painting,polishing.That's about how it's done professionally.
For DIY and in existing grey color or black you would need to prepare a surface,sand it a little and paint it with bumper spray in 2-3 layers.No extra primers are needed because the bumper spray can have all what it needs for paint a plastic part.

That sounds like a high-end shop to me. You will not get that result taking it to Maaco, and I have my doubts about the can of bumper spray too.
