Turbo Guage Needle

How far should the turbo guage needle reach? Mine only goes up to HALF of the WHITE AREA.

Trying to figure out if this is a good basis that my turbo is leaking.
1997 850 T5 DD in NoVA 77,500 miles

That is about correct for a stock ECU (stock boost).
Modded it will peg all the way to the right
