Volvo P#6846469 - Oscillation Damper??

So I stumbled over this thing on eBay, matched it up with a diagram on Tasca Parts and STILL cannot figure out where it goes....anyone have any experience and know where it hides? I've don't recall seeing it in the times I had the center console and dash out of the car. The descriptor makes its function pretty obvious "oscillation damper."

it's basically a brick of steel coated in rubber and plastic for NVHs.

I prefer the squishy foil bag under the rear carpet collect them and cross borders repeatedly

That was kind of my thought! Hell, the center console on my car loves to vibrate/oscillate but I'm slowly accepting that to be a signature trait for these cars... After the suspension refresh and dash fix though, it is MUCH better. Still long for my BMW refinement, I guess.
