My 2006 S 40 has very dim lights even after I changed them to Silverstars ( the brightest possible)
Is there something I am missing?

Disclaimer: you're in the wrong S40 forum - this section is for 2004 and older, 2005+ were redesigned cars from the ground up.
That being said, based on what I know about the older 40 series, dim lights usually indicate bad relays on the CEM (central electronics module). New, heavier duty relays can be soldered on to save $, since new modules are expensive and have the same inherit flaw. Again, your S40 could be completely different though - YMMV
