Hey guys just picked up a 95 850 turbo and my ecc and power windows do not work.
I replaced the ignition switch
Checked fuses
Tested for power at the fuses and their is no power at fuse 30 or 31. There is power at fuse 5 which is the fan speed 4.
Need help please. What else should I try

Start with fuse 33. You should have power there with the key in Position II. That fuse feeds the overload relays which would be the next thing to check.
The overload relays are the "J" relays.

Fuse 33 is good. I swapped the relays around with no luck. Don't think all 3 could be bad at the same time

You need a voltmeter to troubleshoot this, or an unlimited amount of time.

I have a voltmeter I'm just not that great with wiring. That's how I found out I had no power at those fuses. Just not sure what to do next.

Grab a copy of the factory manual, it is a very valuable resource when trying to chase down these types of problems:

You can also download the schematics from this site:

Those scans are not properly paginated and in many cases not complete so download multiple years, there is much commonality between years except '93. The '94 and '95 are pretty much identical.
Armed with those resources is a matter of grabbing the meter and going after it by tracing the flow of the wiring. It is typically best to start at one end or the other and then work towards the other end rather than jumping in in the middle. But since you found no voltage at the fuse box you can use that as a point to work back towards the battery. It is not unheard of for the fuse box itself to be the problem but it is not very common.
Electrical problems are a pain to find but in most cases they are easily fixed once the problem is located.
