Locks to fit roof bars?

Does anyone know of locks that fit these style of removable bars?

The strange thing is is that all those lock kits show them going through the outside of the plastic cover on the feet of the bars. My bars have no hole there.
Am I expected to drill a hole and slide the lock in?!

I had to punch out round tabs on mine. Look on the inside maybe you can see the circle shaped spots marked to be punched out. It was a long time ago that I did mine.
