I recently bought a 2009 Volvo S40. Today I noticed the right tail light is out. I tried pulling the bulb panel and I can't get it fully out. The reason is, in addition to the two wiring harnesses and connectors coming up from the bottom of the panel, there is a third small two wire connector coming down from the top. This third wire/connector prevents me from tilting the panel out since the top wire pair is in the way. I tried pulling out this connector with my fingers and I can't get it out. I then tried with moderate force with a pair of vice grips on the connector and still it wouldn't come free. I don't want to apply too much force in case there is a latch or something, but I can't seem to find any. Anybody else have this situation?

Never mind. I figured it out. The top wire/connector is for the LED brake lights and you leave it connected. You disconnect the OTHER two connectors. There is a latch on the top of these connectors you press down on to release the connector and pull it out. You can then remove the bulb panel and tilt it UP.
