99 v70xc p1652

I have two v70xc's and have been fighting a p1652 code from one of them. I have replaced the maf sensor, tcv, maf, etm has been replaced with a xemodex from a 2000 that I purchased for parts. I had previously did the contactless sensor and the only code I am still getting is p1652. I do not feel the car build pressure and it has very poor performance compared to my other car. Both cars have 158k. I am about to give up on this car. I have an elm327 and am using torque lite. I have had the car scanned at a friends volvo shop in Portland and everything was fine other than the 1652 code. It was cleared at that point and then came back as soon as it has any load put on it. I just put the the new etm in last night and am still getting the same code.

You need a better reader to grab the Volvo ECM code ( the leading 1 on the PCode, P1xxx) tells you its a manufacturer specific code)

That family 6 (P16xx) is ECU fault territory, notwithstanding my signature line below.

You are throwing parts at the wrong place - get that specific code read.

I had a shop read it, it came up with a turbo sensor. I replaced it and still get the same code. If my waste gate is not working properly would there be a code? It seems as if the turbo building pressure at all. Im pretty sure at times I can hear it spool. Also there is a strange clicking noise that I thought might be the etm adjusting but it could be the wastgate maybe.
