Will not build boost

2005 v70 I have ipd boost ability kit on ipd throttle pipe and ipd tcv valve boost gauge stock tune stock exhaust injectors
Prior to ipd pipe kit I would have boost at 10psi-5 never consistently installed the piping I have a top boost of 4psi and 15hg idle and 22hg rolling was running rich also with code p2188
Ipd says it should be at 8psi
Tightened hoses double check clamps and everything is secured tight yet no boost beyond 4psi
Think I may rtv seal the block off plate
Otherwise I am at a lose of what it is

Swap in the old TCV.

Ipd tcv silcone from ipd less then 3000

Could have ran the wrong hoses to the TCV too. That's been reported before and limits boost. Double check the routing.
