V70 Base- Power Lag Under 2k Rpms and Now Won't Start

I put a new fuel pump in and it did not fix it. Checked fuel pressure at the fuel rail and it was 0. Where is the PEM located on my car with the metal fuel tank?

And do you guys think it could be my fuel pressure sensor? I pulled it out and it looked fine. Cleaned it off and tried it again but nothing.

Just want to give an update.

I put back about 5 gallons that I siphoned out before replacing the fuel pump. The car then started. Before I siphoned it was a little over 1/2 a tank. After siphoning, it was about 1/4 of a tank.

Maybe the new fuel pump needed some more fuel to prime itself, idk. It runs and drives now.
