Yep, Volvo have low mpg city, great highway. OP is 3 years old, but for the record, generally speaking on a non turbo I'd go with front O2 sensor, air intake flap stuck, restricted injectors, possible stuck piston rings and perhaps a stuck open coolant thermostat (assuming fuel filter & spark plugs checked fine)

Wow, there was someone else in NYC driving a 5-speed? Who knew!!!

We have been getting around 13-14mpg (or less) around NYC for the past two years and at least 25mpg on the highway. I have seen a HUGE increase in gas mileage since I did the airbox flap delete. Closer to 20 around town and up around 30 on the highway. I will be replacing my 02 sensors once I figure out the exhaust issues... I'm crossing my fingers for something around 40mpg on the highway! I know how to drive slow! :)

Anyone who drives an N/A should definitely look into doing the airbox mod. My air filter, before I did the delete was immaculate. Which makes no sense living in NYC... Will take a picture of it tomorrow when it stops raining...
