Does anyone know if the ECC unit (the part in the dash w/ the knobs) from a '98 is compatible with a '99-'00?

I don't think so. ME7 (used on 1999) has completely different management of climate control than earlier.

Not sure. My ECC unit worked in my cousin's '99 when we were trying to diagnose the issue with it. His damper on the driver's side is shot.

This is kind of surprising since mid 1999 year, the damper went to the one motor style - but apparently the ECC can figure out how to work with both?

Are you talking about MCC or ECC?
MCC has always been just the recirc damper.
'98 V70 R - Well Equipped for Life Up North... ;)
