Flickering Defrst/Mirro Heat switch-1995 850GLT Wagon

My rear defrost and heated mirrors have never worked since I bought this vehicle used. I noticed one day while night driving the light on the defrost/mirror switch was flickering, so I figured the switch was bad.
I bought a used one and it now is doing the same thing, if I activate it it will light up but not work(same with old switch).

I realize perhaps I bought a bad used switch but could there be another problem I'm missing?

I don't why else this would happen unless the switch is bad?

Anyone know how to test switch and/or defroster?

Bad switch or bad wiring to the switch that is grounding.
