Even if you strip the motor to a bare block and use original ECM you still need to swap the head over so the motor has the same number of CVVT hubs.

I would troll around Volvo OE parts sites looking at the heads/block etc and see what parts are different and which are not. For example are the cams or VVTs different PNs between VIN 61/64 etc. Is a complete cylinder head without VVTs a different PN. Is the PCV system different...
In addition to some 'hang on stuff' as suggested by precopster likely revolves mostly around vapor recovery and nothing to do with the engine itself, I bet the single largest difference is probably the ECU software. As far as legal emissions are concerned the software is bundled in the package and is probably the main culprit behind the difference in horsepower and (because of reduced stress on the timing belt as a result of tuning for lower emissions vs performance) the longer TB service interval.
Remember: the VW TDI fiasco (emissions vs performance depending on whether the ECU thought it was hooked up to an emissions test) was all in the software.

True, but a nice relevant revival to new poster that kept the info under a good search banner.
One trick we need to publicize more - the search function ignores strings under 3 characters so small keywords arent useful for finding stuff.
