2006 XC70- Ocean Race. The wheels are tired. Curb scarring, corrosion...I want to get them refinished, possibly get rid of the shiny chrome look and get an anthracite / charcoal color instead.
What do I need to ask from a refinisher? There are several here in the Long Island- NY area, so I will have to choose from a few.
Any questions that I could ask to help determine if one 'method' / refinisher, is 'better' than the next?

The trouble with answering this question is that you'll need to be at "conversational speed" when feeling out these people.
We can only type to you and we don't know what you know or how you communicate.
Some people accuse as they speak. Some people go "hyper defensive" when they listen-especially limited talent mutts eking out a living scraping wheels or "bully managers" who oversee them. Know what I mean? You gotta know where you are.
Open your eyes. If you're in a hell hole, leave.
I've seen magic done on very bad wheels so I have respect for and confidence in the craft. I am respective of people but some people expect to be spat upon so communication is hindered greatly. Know what I mean?
Since I know about stripping I'd ask if they glass beed the wheels. Maybe you don't ask.
I'd ask 'em how they fill the gauges in the lip where weights are commonly clipped onto. There was a product called "Allumalloy" which was the stuff back when. Today I do not know.
Do you care how they're straightened? Ask if you do.
Do you want to know at what point a wheel is beyond repair? Ask if you do.
Maybe you can ask if they have a set of your wheels ALREADY FINISHED on the shelf so you can "Swap, pay and go"?
Ask 'em if how they rebalance wheels when they're done. If they tell you to go to another shop, fine; just be sure to ask how payment is done.
Any BS at any point is your cue to take your business elsewhere.
Get familiar with your wheels and have 'em in order WORST to BEST and say so at the start of your walk around.
A joint near us (alas, NJ) did PERFECT WORK on dented, scraped 17" Saab wheels (2005 Saab Aero 5 spoke) for $125 each.

It's WITHIN the I287 beltway so it ain't that far.
Getting through the city is the "great divide" between Jersey people and Long Islanders.
What you do is get up early and beat traffic. If you complain about it-you're not managing it well (old professor told me that once).
