That is slow. I'll monitor my base and report back on this

Even at that temperature it should start getting warmish after 2-3 km / 3Minutes.
At temps this low my ECC usually starts to rev up the fan after 2km of mainly coasting downhill.

Maybe it was because I was using the defrost all the time? I'll try it again today without the defrost on and air to the windshield.

Thanks for input guys.

Nope - heater capacity might be a 1kW or 2, engine puts out 100kW of heat. You've got some fishy parts from Denmark somewhere.

If the cabin fan was at max and temp set at hot, the heater will drain some heat.. but what you describe is way too long. In the coldest day, the needle should start moving withing 5 min driving even when driving under 2000rpm. In v cold weather I drive slowly for 2 min then accelerate to help this engine (known to warm up rather slowly) warm up faster. But you definitely have an issue, if the thermostat is original volvo part, I'd look into the coolant temp sensor. Also it's good to double check these thermostats: I've pulled one from a turbo engine and tried it on my non turbo (a P2). The thermostat wasn't closing completely inside the housing. Just another idea..

But the easy breezy thermostat test often time overlooked, is start with cold engine, let it idle 2 min, then touch the thick hose from the thermostat, in the middle it should still be very cold.

Defrost setting turns on the A/C compressor so naturally the engine cooling fan goes on to the lowest setting. This is why the engine takes so long to warm up. Try no a/c or ECC activity at all and report back in.

All great suggestions and I'll try these over the next couple of days and report back.

Pull the thermostat out and toss her in boiling water. See if she opens as she should, then toss her in lukewarm water and make sure she closes correctly. I'm betting she's not closing and is one of those fail-safe style thermostats.

Next week I plan to start the dash removal to repair the suspected broken dash mounts. I also plan to re-shim the A/C compressor which I forgot to do. As I am going to remove the air deflector tray to get access it will be and ideal time to drain some of the coolant out to get the thermostat out and check it. I'll also pull the air box and look at the thermostat in that too.

That was the next step, but thanks for the push to do it!

Also, wasn't someone on here reporting on brand new thermostats failing after a few months. Might be one of those blue boxed items they switched to lower than oem quality during the blue oval era.
