99 S70 readiness monitors
99 S70 3 readiness monitors will not complete after 3 months of driving catalytic converter, evap, O2 sensors. Will not come ready. Has anyone had this problem and what to do about it

I had the same issue with my 98. It took over 6 weeks for the ecu to show "ready"status. I even did the cycle that you can read about twice a day for weeks. I ended up doing a lot of city driving and it finally kicked in. Call your state EPA and see if they can make an exception for you. When I took mine it to get tested the guy told me Volvos are notorious for not being ready and Illinois would have actually let me slide.
Good luck

Thanks for your reply. I've been driving this car for about 650 miles a week for the past 3 months and it still won't come ready ,,, here in New Jersey they will not make an exception.. trying to find somebody to reflash the ECM for me .I am a mechanic and have my own shop and I don't have the software to do Volvo

I thought NJ did follow the EPA guideline of up to two monitors not ready to pass inspection
I don't think reflashing ECU is a good idea.

Takes me about 3 weeks to get everything to hit a ready state on my V70. ~20 minutes on the highway (55-70 MPH) followed with ~20 minutes of stop and go city local driving (0-30.)
If the ECU previously had no issues with going green, then flashing it isn't necessarily likely to correct it. Best bet would be to find someone with VIDA. You may have some stored codes that aren't triggering an active MIL.

There are a number of threads on readiness but if you exceed 60 mph or use the AC your EVAP won't go ready.
I googled and did confirm that NJ will allow one monitor not ready.

Not sure about his but on mine - attempting to set the ECC air selection to defrost will attempt to cut the AC compressor on.

I had the same problem with my v70xc 98. Search for "flywheel adaptation procedure" , this needs to be done before the "drive cycle procedure".

The 1998 volvo is a special case for emission in PA and CA and many other states. I don't know about Volvo 1999. I don't need any "ready test" completed in PA. Check with your local Volvo dealer service manager. They will know, and tell you any special instructions. I my case the inspection station had to enter 2.3L as engine instead of 2.4L.
My first time, the inspection station said they never heard of this, and call the service manager at local dealer and got the scoop from him. Now I don't need to say anything for emission, as penndot system remembers the 2.3L.
