As far as the mass shootings go - criminals are going to be criminals... Mass-murder is murder regardless of means accomplished. Still illegal just about everywhere.
What needs to happen in the U.S. is someone needs to fix COMPAS so it doesn't let violent felons out that have a high risk of recidivism - the system is a joke and has been proven so. Sadly, this won't happen and MANY states let a computer program over-rule their parole department's judgement as to whom is violent and likely to commit another violent crime.
Others are in need of mental help... Sadly harder to get someone if they don't ask for it. They have to be a PROVEN RISK to themselves and others in my area before they'll force them into treatment. That means they have to have already done something sufficient =( In some cases this involves the police asking you to bait someone so they'll go batshit in front of them. I don't know about you but I find that highly dishonorable - unless I know they're going to do something tragic tomorrow.

We let a lot of rope out here because people on MVS are so d* civilized. I like the banter, and people self moderate by just dropping stuff even if they find political views not to their liking - that is a rare thing on Fora, indeed.
Mass murders are a United States thing, though - not a North American thing. We have to own that, and then think about solutions. We also have the highest incarceration rate in the Developed World - about 1% of population - so locking up more people hasn't worked so far. Of course, it is arguable we are locking up the wrong people.

Remarking that this gift from a neighbor would be highly unlikely in Scandinavia my intention was to focus on the remarkable generous atmosphere in many US neighborhoods. In Europe lately there's been lot of focus on things that are problematic in US society, though less focus on the positive aspects of the USA.

Notice the OP name is Ozark Lee. The Ozarks are partially in Arkansas and that area of the United States has some really nice people. I have some relatives in northern Arkansas and the area is simply beautiful! If you like folk music, Glen Campbell sung a song that perfectly describes that area of the United States. Glen Campbell, songs name is "Arkansas". The way he describes Arkansas is so vivid I still can see it in my mind. Of course bad people exist everywhere, just go to YouTube and hear the song and this act of kindness might make more sense. Our international marketing director recently hired by the Electoral College represents many opportunities for improvement. The US has a split probably like no other country, with half the population living in relatively dense urban environments and half rural - the needs of the two and their views on the world are very different. The challenge will be to sort out how to make it work for both.

Here in Denmark there's also a distinct difference from city people and people living in the country side. City people mostly mind their own business while most rural folks will be more open, friendly and a profound willingness to help, unless you trespass onto their land.
As for criminals and their commiting new crimes after release, I watched a documentary comparing a Norweigean high risk prison to a US high risk prison. The difference was remarkable, as if the US system is much more based on revenge/retaliation and not correction. My personal view is yes, criminals need to be punished, but, and sometimes more importantly, they also need to be shown how to act as responsible citizens and given the chance to do so. Not simply thrown out of prison onto the street after they've served their time with a criminal record.

Hence the problem. Another problem is not only are there government prisons, but private ones as well. This is part of the problem. Certain governments may be contractually required to provide xx,xxx inmates during term of YY years or pay a large penalty. Those types of contracts sound great during a surge of criminal activity - until things thin out - but then what happens? They used to pay an average of $168,000/yr in NYC (2013) to keep someone incarcerated. I don't make half that. Now what keeps me from committing white collar crime to the tune of $50-150+ million/weekend? Honor and ethics, perhaps a lack of extreme greed to an extent, perhaps some laziness. Many of the for profit private prisons, being corporations, are publicly traded as well. Tax monies into investors pockets. Great model isn't it?
