1. Hard - good
2. Gives some - Marginal.
3. Soft - failed.
From what you saying above I count 2 good, 17 Marginal 1 failed. If that was my score, I would do a new set and be done with it. You going to do the valve stem seals and lap the valves while you got it all open?

I already did valve stems lap? Head gasket replaced cleaned heads block new starer new water pump new pcv system, new crank seals, new tensioner timing belt, new timing belt, new oil pan. Might as well get new lifters!!!! Lol now all put back together to the cams

I always thought that soft meant they had air in them; they are not a sealed unit and will refill with 100% oil in their own in time.
I once rebuilt a 10 valve Volvo 850 head and the lifters ticked away for more than 2 weeks until they totally filled. Kept the car for a year and the noise didn't return.

They do have check valves in them. They are suppose to fill and hold oil even when the engine is off. In the video you see oil oozing out on the third one when he presses down, that is a failed check valve. The check valves are what keep the valve train from chattering every time you start the engine. They also regulate the adjustment. The hard one will regulate well. The Semi-soft ones will do OK. The soft ones that spring back up would work but barely.
1. The hard one are holding oil at the right pressure.
2. The Semi-soft are holding pressure but not at the right pressure.
3. The soft ones are holding very little pressure.
#2 and #3 will pump up when the engine is running but they will chatter until they do.
The real bad one that Kevin Bug has is completely collapsed, it is not holding pressure at all and will not pump up when the engine is running because it cannot hold any pressure.
