I'm currently trying to solve some engine codes, a couple are from a bad turbo control valve (P0236 and P0237). The car is making very little boost right now and I ordered a new TCV and tubing to replace the old lines.
The car also has a bad exhaust (clogged cat, running rich). I have plans to fix the exhaust in a month or so. Would it be bad to replace the TCV while the exhaust is still a mess? If the turbo suddenly starts making a lot more boost would I risk damage to it or my engine with a bad exhaust?

The TCV only controls the wastegate on ours. The blow-off (CBV) is run directly from the intake manifold.
With the back pressure from the bad/clogged/melted cat I wouldn't expect good boost. We have low pressure turbos.
