Got an issue with my 2004 XC90 I was hoping the community might have some insight on.
About a week ago we were on a roadtrip, and I get a "Reduced Engine Performance" message. The car slowly started losing power. I pulled over, turned the car off and back on and it was fine.
Coming back from the trip, it happened one more time. And today when my wife was driving, it just cut off before even throwing up that warning.
I hooked it up to a scanner, and there are no code...either current, unverified, or stored. Very frustrating.
The only other symptom I'd notice was what felt like a slight engine skip in the mountains. It felt kind of like a cylinder misfire but my plugs are only six months old.
Any advice on what to check?

The ECM maybe had an issue with the engine and placed a component (or components) into a default value rather than dynamic, then produced the message you saw. Whatever condition caused it likely was cleared when you turned the car off and re-started.
If you get the car read by a Volvo tool (VIDA/DICE), pretty sure you'll find that something was reported with the number of occurrences, etc.
In the meantime, can vet the easy stuff if you have not (filters, hoses, etc.). PCV service ever been done on this car? Mileage?

Mileage is over 170 and I'm willing to bet it's never had a PCV service. I'm trying the easy stuff first and probably need to tackle that too. The manifold looks like it's a pain to pull off.

No code means to me the scanner is not one that can read on Volvo. I'm yet to see a Volvo without a single code. You'll need to hook up a Vida or a more expensive scanner.
Look first at the timing belt and what's around, including the pulleys on the serpentine belt. At 170K miles anything can happen. Even if the belt was replaced at 100K I'd check it, some owners may have used cheap parts on this.
