1985 245 volvo wagon has weird switch in it

Hey, I just picked up this Volvo and its got a weird switch in the dash and when you hit it seems to change idle.
I feel the idle is not as smooth when you hit it. I just wanted to see if anyone has any ideas of what it could be, before i take it apart and find out. here a picture of it thank you.
