I elected to try the 850 OBD-II app. I have not been successful in finding any ECC codes with that app at all... The info screen in the app shows:
OBDII PIDs
ECU 1F has PIDs (01) supported
ECU17 has PIDs (01) (03) (04) (05) (06) (07) (0C) (0D) (0E) (10) (11) (14) supported
MIL OFF: DTC: 0 codes
I was hoping it would show some sort of ECC fault, but no such luck.
Anyone out there have any experience with this app that can tell me what I am doing wrong?
Anyone willing to rent me your ECC DIY tool? I really want to get this car fixed properly!!!

You don't need a tool. You need 3 wires. 18 gauge will do. And 3 large paper clips, along with a test light. Use the diagram at the top of this link viewtopic.php?f=37&t=60660

Yes. Build one of the DIY code readers.
My wife's '97 GLT was throwing all sorts of ECC codes and having that was a BIG help in getting rid of the flashing lights.
On a side note, I downloaded the 850 OBD-II app and hope that I can clear the "Service" lights from both of our '97's.

850 OBD-II supports ELM327(1.4b onwards) or USB ObdLinkSX via OTG support. If you have one of the cheap ass ELM327 knock offs, that could be a problem, most are v1.2 or lower and not well done. There is a app on Google play named "Elm327 Check Version" that does what the name implies.
