Maybe it's time for an 18t upgrade for "testing purposes!"

I hear ya... it's not fun trying to do my V70R M56 swap with no money! Fortunately no wife or kids for me to worry about yet... then I'd be even more broke!

The wastegate flap is not in the turbo, it's in the exhaust housing. So the bad news is, replacing it has nothing to do with replacing the turbo (no 18t required). But the good news is its not in the turbo (much cheaper to fix than a new turbo)!

It will be easy to check out the wastegate just by opening and closing it etc, when you have the actuator off.

The flap opens and closes super easy with the arm not connected.

One thing I just thought of yesterday is that even though I have a Blow Off Valve, there is still pressure being released to where I can hear it in the intake along with the BOV. Is that normal?

Also what about the cap and rotor being an issue. They are a few years old now. Doubt that would cause this though.

I doubt the cap and rotor would have anything to do with this issue.
What about your tune? Is the BOV accounted for?

Yes, BOV is accounted for in the tune. I brought my OEM Wastegate to work and will probably put it on at my lunch break today and test it on the way home. If its still the same then I guess I will have to save for a turbo :(

+1 on kids being worth it. Sometimes spouses are even worth it - totally depends on the spouse.
