Update: Well, the stock wastegate went back in and now everything works! Not sure why the previous attempts didn't fix it but maybe I had multiple problems that have now been fixed. I am so happy its working again but at the same time disappointed that a part that is supposed to work doesn't. I am also now noticing how aggresive the aftermarket wastegate was. Turbo seems so slow to spool and that is at two turns on the stock arm.

Thank you everyone for your help with this and especially the poster who had the same issue which gave me hope to swap out one more time.

That is great news! Glad it is up and running again. Sometimes OE is the only safe way to go. My 2000 R has the stock 19T turbo. It has serious low RPM delay and slow to spool. At higher revs it is just fine. The smaller 13G on my 98 V70XC spooled up way quicker but ran out of steam much faster too at higher rpm.
