I recently bought a 1998 V70 and im doing some work to it. What is this, why is it plugged and should i be reconnecting it??

My best guess is that is part of the PCV or Evap system, but I'm sure one of the experts will chime in eventually and say for certain. I'd start with searching the forum for those and see if that hose fits in in one of those systems. I'll check my engine in the morning and see if I can find and trace it.

Lift up the top radiator hose, under it there should be a check valve and a "T" connector that hose runs to.

I have a 98 V70 NA and I believe that nipple on the manifold connects to a radiator mounted evap solenoid. It is the white hose shown in the center of first photo. The second photo shows the manifold removed but the end of the evap connection may be seen at the center of the photo. If you have a turbo, it might be different.
EDIT: Actually, I think my comment is INCORRECT. Upon further poking around and examination of the EVAP diagram under the hood, it appears that the evap solenoid connection goes to the vacuum tree on the throttle assembly. Sorry

@kranz....that solenoid is for SAS.
Teedoxo...the vacuum port you have plugged is for evaporator valve which should be attached at fan shroud and 2 pin connector is going to it.

Yes, now that the sun is up, I took a quick peek under the hood. That connects to a hose clipped to the fan shroud that runs to the purge valve located under the air intake. It is visible just at the left hand side of my first photo. As Misha stated, the valve has a 2 pin connector.
