1998 V70 will not start - apparently no fuel.

When I replaced my capacitors, I also noticed that the solder joint between the circuit board and one of the relay pins was cracked. You might want to inspect yours for this type of damage and repair if needed.
There is an assortment of capacitors that have about 200 capacitors and about 15 of each of the needed ones for about $10 Amazon Prime. My issue was that I needed to use the car and a relay was available locally, but I'll fix the old one.

I usually get my parts from FCP and they get to me within two days via the free UPS. When you're below the free shipping level, shipping is about $10, so I only order when I have enough to get free shipping. In this case, it was on a Friday and an order wouldn't have shipped until after the weekend which would several days before I got the part. Since Advance Auto Parts had one in stock at their nearby East Coast Distribution Center, I bought it there, and am back on the road ready for my vacation. Under other circumstances, I'd go to FCP.
