Thanks RHP for that pdf on checking and adjusting the VVTU. However it would seem that I will also need at least two special tools listed within. (999_5451 & 999_5452) Not sure where I can procure those tools.

The special tools are the crankshaft and camshaft locking tools. You can get the whole alignment tool kit on eBay for about $50.00. The job can be done without the special tools if you know what you are doing.

RHP, looks like I will try and buy that tool kit since I would not know what to do. I assume that both of those tools (999_5451 & 999_5452) are included in the kit. Do I need to be sure of the model year on the tool kit?

The kit will work with any Volvo White block.

I found a service bulletin on ECM-640F. ECM-640F can also be a sticky VVT solenoid. I suggest you remove, dissemble and clean the VVT solenoid before messing with the timing.

The VVT solenoid is an Oil pressure regulator for the VTT. It is sensitive to impurities, such as metal filings left by the manufacturing process, crud and poor oil quality.

What does the Oil quality look like.

RHP, the oil actually needs to be changed I believe. It looks fairly dark and I am getting that warning dashboard message about "REGULAR MAINTENANCE" needed. How do you clean that solenoid out properly? in other words, what tool(s) should I use?
Also is the proper oil weight "5W-30" for a non-turbo car?

I suggest you test the plunger, clean the plunger, clean the housing and brush out the Oil galleries.
Change the oil, Clean out the Oil pan if it looks like it is sludged up.

"REGULAR MAINTENANCE" is an electronics version of the service stickers they use to stick to the corner of the windshield. You need to reset it after whatever preventive maintenance that is due is done.
