rear wheel noise and hesitation

Howdy folks

I have an '81 Volvo 245 that has an issue that just crept up. I'm hearing a rotational noise that happens while I'm driving, seems like its from the back of the car. Happens in neutral while coasting as well as in gear. Also while I'm driving I can feel the car being held back a bit, it can be a bit jerky. Not too bad but noticeable.
I raised both rear wheels and spun them, they both have the same sound, just like the front wheels, like a wee bit of brake drag (which I've found to be pretty common on most 240s I have.) I moved both wheels in/out and they both seem tight so not sure what's going on.
Based on my knowledge it doesn't seem to be the drive shaft since it happens in neutral too.
What else could be causing this? I've thought of my parking brake, it does seem to work fine, it engages and stops the car and seems to release...but maybe its dragging a bit?
Any other thoughts?
I tend to do my own repairs since mechanics are expensive, hoping to not have to take the car in.

Inspect rear brake pad thickness and parking brake shoes and report back.

Oh, maybe I wasn't clear, I had done a visual inspection, at least a cursory one. Didn't see anything obvious which was why I posted.

I will do that this weekend. Today I made a discovery, if I parked somewhere and used my parking brake, I would hear the rotational noise, which eventually goes away. But when I parked in flat areas, and didn't use the parking brake, no noise.
However...in both cases, noise or no noise, I'm still feeling some jerky resistance in the driving of the car, really most noticable at speeds below 25 or 30.....highway speeds seem fine or maybe I just can't hear/feel it as much.
