Did you ever get a real answer or fix? I have the same thing with a 2002 V70 that i just bought. The brake was way out of adjustment, but when i tightened the nut at the handle it has this "slop" in it. I too am not worried about non existent inspections, and understand that there is a whole world outside of new england

. I'm tempted to buy new shoes and springs anyways, but I'd be curious to hear where you ended up.

If the handbrake shoes wear out of round, from not being adjusted, you will get the play in the wheel from the shoes rotating to contact. The handbrake holding power will suck too.

I only got about 5 years 50k out of my aftermarket rear shoes, it is Volvo for me from now on.

I have manual transmissions on both of mine so parking brakes get used daily

How is it relevant to measure hand brake life span in distance driven?

Delamination from age and corrosion seems to be the only real wear on these otherwise.

I drag mine for a few hundred meters once a year before inspection then I forget about it for another year ..

I think you are right , it’s time. Volvo’s original lasted 15 years, aftermarket 5.

Hey, if I temporarily install the bad shoes on Theva other Volvo, do they then qualify for FCP lifetime Warranty?

Only for the last 55 years or so.

It's not too strict though. Still a lot of crappy cars on the road

Probably. But it's still not too hard to slip through. Though useless brakes and rust buckets do get caught in the net at least.
