2008 Volvo XC90 Driver side Low beam Not working Fuses good

I failed inspection for my driver side low beam headlight.

I checked the fuses and they were good.

Bulbs are good, I hooked the whole headlight up to another xc90 and everything works.

But on my xc90, the driver side low beam headlight doesn’t work but all other lights like parking, high beam work on it.

What could be wrong with it?

Volvo wants 140 to diagnose and other shops said it could cost up to 300. After spending so much on my rear bearings to be replaced, I was hoping to figure this headlight out myself.

Please help!!! Thank you

Do you have xenon lighting or halogen? If its xenon it could be the ballast or ignitor or headlight module.

Any chance you've had any water leaks into driver's floor? The CEM in on left under dash and the top of it comes out into the cowl area in front of windshield. If the cowl drains or CEM top cover seal fails then the CEM gets wet and lots of different issues result. Headlight failures are one symptom. The fuses need be checked with a meter. Visual inspection doesn't always reveal a fuse that goes open in less than obvious ways.

Remove the kick panel closest to the steering wheel and look up. You'll see a black casing with connectors. That is the CEM. Check all fuses on it.

Water ingress is the most likely failure cause. Blockage of sunroof drain channels is one cause. The rubber seals behind the wiper cowling may have been disturbed.
