Well Hallelujah !!! I called one more dealer about an hour away and the guy I talked to in service said sure, he could read that info for me! I told him what the other dealers had said and he said well they used to think that but now know better.
So anyway he says definitely can read the mileage on a 1996 OBDII. Will charge $40.00, but so far he is the only one I have found who knows how. Hopefully in a couple of days I will have that info and can tackle my odometer repair. My car shows 133,375 now....hope it doesn't show too much higher!

ERO, please please PLEASE for the love of Jebus, ask the tech if you can take notes of what he does so we can tell all the other techs in the world how to do this for us! I'll gladly pay 40 bones to know my real mileage. Hell, I'll pay 40 bucks for the notes!

@ vjaneczko.......Maybe what jimmy57 wrote will help you. addendum: I just went out to my 98 and used the VST. I selected the car as a "800 SERIES" and then went through some of the other system menus to be sure the VST was displaying menus for 850's and not S/V70 models just in case the tool overrode menu selections when hooked to a car not specified.
I selected "ELECTRICAL" then "COMBI" and then "PROGRAM COMBI" and on the menu was "READ COMBI"
In that menu were several things like "MANIPULATED=YES", should be no but when the ABS module croaks and VSS is lost this changes from NO to YES.
I went down a few lines and there was MILAG=167407. My odo shows 167243.
If you go to "MONITOR TEST" menu you get a whole other list of parameters and milage is not in that area.
I know this is less than a true test since I was using a 98 but it is on the menu.

Ok...got my true mileage...149,766..so I am happy. I was afraid it would be higher. Anyway, I showed the tech what jimmy57 had written and asked if that was how they did it, and he said that was exactly the same. So for anyone who wants to know how to read your mileage, find someone with a Volvo Scan Tool and follow what is written above.

Does this work for the '98 S70 GLT? I believe our cluster has been replaced (prior to our ownership). Also, is there a way to program the cluster to read the correct mileage?

It works for a 98 XC70 so it will work for your S70:

I've had a link to this post for like 3 years now always thinking that the next time I drive by a dealership I'd stop in and see if they would help me out. However, I've found a better way! I ordered this on Amazon....

Next I downloaded this...

It was $2 on the app store.
Then you plug in the reader, link it with the app and run the scan tool. It will run for a minute or two and then give you a readout like this..

most of the time it is the small plastic gear. but do yourself a favor and pull the whole dashpad including the passenger side airbag (disconnect battery first). rspi has a video explaining how to. alot of people try to lift only the left side of the dashpad as per fcp's instructions, but this likely breaks the brittle dash pad leaving a rattling mess

Thanks to Mashmash and the posted tip for purchasing the BAFX bluetooth OBD reader and 850 OBD-II android app, I too have retrieved the true miles for my 1996 850 and subsequently repaired the odometer and reset it to true miles. This was a great tip.
During the odometer repair process, I found that the small plastic gear was NOT broken. Rather, it was simply "stuck" or frozen on its shaft. I replaced both gears nonetheless and it is now working like new.
