If power is verified to all modules, then the next thing to look at would be CANBUS low speed network. All of these modules are are on branches of that network.

The two likely senerios are 1) corrosion at the CEM connector due to water intrusion has severed connectivity or 2) one of the modules on that network is malfunctioning and corrupting the data/preventing anything on that network from communicating, which includes the following modules: UEM, DIM, CCM, PDM/DDM, AEM, AUM, SWM, REM, SRS as well as some optional equipment like a phone module and RTI, etc.

You can try unplugging these modules one at a time and see if the DIM comes alive. Note, when you unplug the CCM you'll get a SRS warning light that will have to be cleared with VIDA/DICE. I suspect this warning light is already lit, but you didn't mention it. If it isn't, then the chances that the low speed network has a fault is lower.

I believe the 2001S60 should have a built in module check function. Do some research, I have mentioned it in several of my posts, and if your car does have it run it and report back.

The test will communicate to all the modules, one at a time, and if communication is not possible on one it will reveal this fact. At least you can start to isolate the issue.

Yes VIDA would verify that one or more modules aren't able to communicate over the low speed can network. It would be preferable to connect the car to verify this path of action makes sense first.

Try removing the siren module fuse as well then do the door lock thing with the fob

The cluster is one of the things not working so the self test doesn't work.

Are you checking both fuse panels - engine compartment and drivers dash board?
