98 v70 GLT ECU "not ready". Can't pass inspection

My 1998 volvo is basically exempt from having the ready codes set in PA. Call the local dealer. My inspection station never herd of it and did not believe me, I had them call the dealer. Check it out there may be an exception for your volvo. I was at the dealer getting a spare key ($11), mentioned i had a hard time getting the ready codes to set. They laughed and said i would never get them to set. They told me what to say to inspection station. As i said the didn't believe me and called the dealer.

The "two circuit not ready" rule is a US Federal rule (EPA) but states can choose to follow or not follow it.

In NY, they follow it, and I have successfully passed emissions testing with EVAP not ready.

So, xcbill I found the flywheel procedure in here (thx) and tried it last night.

2 major problems:
A) in my code reader (Maxiscan) I can't find anything anywhere that remotely looks like flywheel stuff.
B) even going up a very long (1/4-1/2 mile), pretty steep hill after hitting 2,500-3k rpms the car keeps creeping!...up...the hill.
am i doing this wrong?

I got very close to fully stopped...does this count? I did it about 10 times in Low. A few times in 3rd.

Recently took it to another mechanic. Last week BEFORE I tried this flywheel adaptor sequence...and he said attach battery cables overnight...which I had already done, but did again. "and if that does not work then I need a new ECU". BUT from looking around on the forums it seems that even a new ECU will not work?

My "loaner" inspection sticker expired ....so pulling my hair out. I have to park it way out on a Pier to try to avoid more tickets.

FYI if you try to remove the 2015 inspection sticker from a willingly helpful friends' car the word "VOID" will magically appear on the sticker. I have now idea how I know this...things just come to me in dreamz I guess :o :wink:

NY should really have options for older cars to pass the funkin' test.....meanwhile i'm watching dudes drive around with black smoke billowing out the back of there cars/vans...but I get tickets while just parked....!!! ...rrrant

You are allowed TWO (2) "not readies' (FEDERAL) and it will pass

I live in NJ and just had the same problem, car had only 1 ready and the car passed inspection with no problem

Struggling with the same issue in CA, thoughts and prayers from the other coastline, may the Swedish Volvo gods grant us mercy

Flywheel adaptation is a must, except unless you buy the VST- you'll never know if you've actually fulfilled it. Basically do it over and over until there's no chance it could have not been calibrated, cross your fingers and hope the next drive Cycle sticks..!

hasn't one of the tuners come up with a fake readiness status yet? I am pro environment, but as long as the tailpipe emissions are within spec I don't see too much harm done.

Glad we just have tailpipe emission check here. All of my 850ies never had problems passing so far.

99% of the time the monitors don't go ready because of faults in the system, so the minute they go ready the CEL will come on. People get frustrated throwing parts instead of diagnosing with equipment. You can't fix these cars with a screwdriver anymore, thats the price for a precision piece of machinery.
