S40 New Key FOB

I have a 2007 S40 and lost one of the keys. I bought a new one online at FCP. I took it to a place to get programmed. The new key will now start the car but will not lock/unlock the doors. The old key will do both. The part numbers on the back of the old and new keys are all the same.

Can I reprogram the FOB to lock and unlock the doors?

Most likely, you bought not new key.
Do you have some additional sticker with code? like bar code.
If no, this means somebody replaced immo chip only in this key, but did not reset remote chip.

I don't think it was used. I got it at www.fcpeuro.com it looked like a volvo packaging. The place that worked on the car last probably thru the packaging away no bar code.
