No codes leans more to an immobiliser problem than an ECU problem, but you are in rarely charted waters.
VolvoOH (username) had a fried ECU in a recent (past 2 years?) thread

I gave up and took it to a local volvo specialist, not a dealer though.....Immobiliser was preventing the start....the computer did get messed up....not the right vin#, etc....so they are reprogramming it....I will post what the solution was when I find out.....So pretty sure I need to get a VIDA device if I'm going to keep owning volvos......what is the best way to do this?

I haven't had any luck getting a hold of either Yagger or doublebug, what other options are there? I heard someone mention ARD I think? My car is an hour away from me now, I'm hoping the shop will let me leave it there for a week or two till I can get this ECU replaced.

Yagger is in California. I've had no problem getting through to him and I'm halfway across the world. Try Skype username Sergey (yagger) just as I typed it.
Dice is from fleabay with Vida thrown in
ARD can do it if you supply your ECM to them for cloning. With the other guys you need the Dice diagnostic tool (you don't need Vida to be installed) and an internet connection
If the immobiliser info on your ECM is lost ARD can't help either. Best to use Yagger as he can add a new key to the whole system. You'll also need a new ID48 transponder to insert back into the key head (usually from eBay)

Just fixed mt 1998 with same problem. Took a while. Changed cam ps and crank ps and coil with cheap online parts. Finally was getting a weak spark but plenty of starter motor power. Put a new battery in and cleaned terminals yesterday and all ok at once. Had to run some fuel out the rail end to get it going though first time.Probably had some kind of air lock till relieved.
If your injectors are working the ECU is likely ok.

There are a world of differences between the 1998 and 2001 models on ignition, immobilizer, keys, engine management
Glad you got- it going though!
