blower motor appears to have failed

I noticed a couple of instances that the motor was noisy (this may point to a bearing going out on the motor). I turn off and back on the fan and noise goes away.

Yesterday the blower did not turn on at all. This is the case again today. I wonder if anyone could point me to a way to diagnose before I have to do surgery on this guy. The fuse is not blown. I assumed that if the resistor/fan blew up a fuse would pop. I did change the fuse.

Why is it these things always happen in the winter? It's about 30 degrees here and I would prefer to NOT take apart my dash right now...
