First thing I did was replace the heater core (no noticable leaks)
Not wet spots around the doors when it rains, however it looks like I was just parked on makeout mountain if the humidity is above 70%
I cleaned the windows, used the rainx anti fog, put silicone filled socks in the back...
I swear i went thru half a roll of shop towel on the front window but could still feel moisture to the touch, and it fogged back up within seconds.
And even still, I couldnt even seem to wipe it all the way clear!!!!!
This is the 2nd 850 ive had this same unsolvable problem with... Do I just need to blast cold a/c? This is getting ridiculous

Are the drains from the heat ducts ok? Leaks into the ducts from the drain in front of the windshield?
I've only had this issue once myself and then it was raining cats and dogs so I think there was water pouring down into the ducts, getting heated and sent out into the car as vapour.

And finally is the AC or climate system drain clean and flowing. That one is on the tunnel in the middle of the car. If it clogs, your AC system will have 5 cm of water in it and you car will be a steam bath.
My partner and I had trouble with steaming up when our marital frequency was 45 times per week, now that we are down to 28 the Volvo can keep up, though.

The guys have covered most of the obvious issues. For my 2c worth I would agree that the main main sources are:
1) Blocked drains in the windshield wiper recess. This can also be made worse if the car is not parked on the flat. So remove the black cover and make sure the 2 drains from the cover are clear as well as the ones in the recess at either end. The 850 did not come with the cabin filter unit (can be removed and fitted from a later V/S70 (98-00)). If the drains block water leaks into the heater system, and without the filter also other debris can get in there and block the heater drain in the middle of the car behind the dash-board.
2) The sunroof drains can crack and leak, but you would be getting a wet lap or dampness on the seats and carpets.
3) Door seals. Particularly the front doors near the mirrors, but again you would see that in the carpets. Same with the door drains. Do check under the carpets as the water can drain under the carpet leaving the top of the carpets feeling dry.

I had to scrape an quarter inch of ice off the INSIDE of my windshield last week. 20+ year old door seals do not do a very good job keeping moisture out of the cabin. And a leaky sunroof doesn't help either. I bought a few 1-2lbs desiccate bags and keep them on the floor behind the seats. Really helps keep the moisture down in the car. Also helps to run the A/C periodically to dry out the car.
