Hutchinson makes (made) them for Volvo.

There's no guarantee that they didn't move production to the countries with, uhm, not as decent quality-centric culture, but the one I've got about 2 years ago were still made in France, which is good.

France isn't a place I'd accuse of having a quality-centric culture either, food aside. It's not exactly famous for it's precision machinery.

The Chinese might not either but the main reason they have such a bad rep is that many companies use them to cut costs too low. Manufacturing there isn't THAT cheap if you still want quality. Chinese made new Volvos are actually said to be built to a slightly higher standard than the European ones since the factory is slightly better staffed and thus they have more room to make the minor adjustments required. Time will tell of they've saved on something else I guess.

Yes, but I would opt for Timken/France bearings over SKF/India any day ;)

It has a very strong good reputation for this in the world of optics, lasers, and photonics. And don't forget crepe and Fries.
