If the gas is flowing back to the tank rapidly, then at your next start attempt: turn the key to position II and listen for the fuel pump. When the fuel pump stops, move the key back to O, then forward to pos II again. Do this one more time and you should have fuel and pressure, enough to start the engine. If it starts, let it run for at least 5 minutes to get oil to the rings.
The valve that lets excess fuel flow to the tank is part of the fuel pump. If defective and always open, you should see a drop to zero pressure immediately after engine shut down. If it takes 30-60 seconds, it probably is the FPR that is bad. There are 2 vacuum lines on the FPR in 1998, check them both for gasoline. The easiest one to check is the hard line that connects to the front of the intake manifold.

When I got home from work today I gave it a few cranks and no start. I was looking into the cam position sensor today so I went to look at mine. I unplugged it and plugged it back in. I also unplugged/plugged back in the MAF and coil and air pump relay in the main fuse box. I went to start the car and it came back to life gradually after a handful of cranks. The temp gauge read about halfway to fully warm immediately after starting.

When it comes to ECT for these cars,it MUST be oem or at least Vernet.

No...NOT Fae...it's bad aftermarket.
You need OE Volvo ECT or at least Vernet brand.
Before you throw your money for a new one...check ECT connector for corosion or bad contacts.

After my recent experience with my '97 I was going to suggest this.
Try unplugging the ECT and checking the connector for corrosion before buying a new one.
