UPDATE...

I finally got the replacement starter installed and it works perfectly. Instant turn over, very quick to start.

To summarize, I initially removed the starter and had it bench tested and it came back OK so I replaced the + cable from the battery to the starter. The delayed start persisted so I replaced the starter with a re-manufactured Bosch starter from Amazon and all is working well.

I did not test the old cable with the new starter to see if it was still good, I just left it abandoned in the belly of the engine compartment, wrapped up like a mummy in black electrical tape...

Thanks to everyone for the guidance, now on to the next task of replacing the leather driver seat bottom and diagnosing a failing front left door speaker. I should have this ready to roll soon!

You will have noticed that the "OEM cable" from FCP is in fact aftermarket (and the same aftermarket cable Volvo sells), not real high quality and lighter gauge than the original cable that is part of the factory wiring harness. When I install one of those aftermarket replacement cables, if the original cable is in decent shape at all then I have attached both cables from the battery to the starter - yes there is room.

If you build your own heavy gauge cable etc. then no need, but I suspect that lightweight red cable may not last very long, having them in parallel helps insure ample conductivity.

Those fuses will be fine backing up but will only be rated 1/10 of their rating going forward.

The rogue fuse was in fact the only one in correctly. Ive haven’t gotten sleep since that’s picture went up

As a follow up, I just wanted to let everyone know that the rebuilt Bosch starter that I installed has been working great. Near instant starts, and no problem for the past month. While it's not quite as low as I bought mine, they are currently available for $169 on Amazon with a $60 core refund, making this $109 after rebate. That's a great deal and if anyone is on the fence, I'd recommend picking one up:
